Can I use my personal auto insurance?

No. Personal auto policies exclude livery use — driving for hire — so a standard personal policy won't cover you on a paid trip, and a claim on it can be denied outright. Your TCP permit or taxi permit requires commercial coverage, and any time you carry a paying passenger, commercial coverage is required.
