No. Personal auto policies exclude livery use β driving for hire β so a standard personal policy won't cover you on a paid trip, and a claim on it can be denied outright. This isn't just an Omni requirement: the CPUC won't issue or keep your TCP permit active without commercial insurance filed against it, regardless of whether trips are scheduled in advance or on-demand. Any time you're transporting a paying passenger, commercial coverage is required by law.
